Leasing
We perform all aspects
of leasing and lease enforcement for your property: advertising,
rental agreement preparation, house rules, and all other leasing
documents, in accordance with Affirmative Fair Housing Practices.
We possess the ability to tailor our services to the particular
concerns of the client and property. Site managers review documents
with all qualified applicants. We select residents based on the
resident-selection plan developed for and with the owner in accordance
with any and all Regulatory Agreements, restrictive documents,
and Fair Housing Laws.
Resident
Certification
The site manager
reviews assets and incomes of all applicants to determine compliance
with the income limits established for the property. Existing
residents are re-certified as required by applicable authorities.
Our occupancy specialists
oversee all certifications and review reports and housing assistance
payment requests. All files are submitted to our compliance department
for approval prior to move in and at certification.
Reporting
We handle all compliance
issues, including reporting, billing, distribution, and processing
responsibilities to all other agencies with jurisdiction over
the project. This includes TRACS electronic transfers for HUD
payments.
Demographics
We employ management
information systems that provide demographic reports as required
by various government and private sponsors. We have experience
in soliciting residents for facilities designed and funded for
a specific clientele, such as HUD’s 811 program. We work
closely with the owners to ensure optimal utilization for targeted
populations while complying with Fair Housing laws.

Procedures
for eligibility comply with the Regulatory Agreements of the U.S.
Department of Housing and Urban Development, California Tax Credit
Allocation Committee, Housing Finance Agency, Housing and Community
Development, Debt Limit Allocation Committee, and local Community
Redevelopment Agencies. CHMS follows and applies HUD’s 4350.3
Occupancy Requirements of Subsidized Multifamily Housing Programs
and Fair Housing laws.
